The Ukrainian Red Cross is the foremost humanitarian organization in Ukraine, delivering extensive aid and support to those in greatest need. It operates through 24 regional and nearly 200 district organizations, with the active participation of over 8,000 volunteers.

To enhance the effectiveness of comprehensive assistance to the civilian population, the Ukrainian Red Cross organized a two-day forum titled “Humanitarian Architecture and Development of Civil Protection in Ukraine.” This event took place in Kyiv from June 11 to 12, 2025, in partnership with the State Emergency Service of Ukraine.

The forum served as a significant practical measure in promoting this initiative. It convened representatives from parliament, state bodies, scientists, international partners, business sectors, and civil society to bolster national capacity for emergency response and enhance collaboration among all stakeholders in matters of civil protection, with particular focus on supporting the affected civilian population.

The Salvation Army was represented at the event by Iryna Shvab, Project Coordinator, and Iryna Krayevska, Development and Emergency Response Coordinator. They participated in a panel discussion titled “From Volunteers to System Players: How Community-Based Organizations Are Integrating into Emergency Response,” where they shared The Salvation Army’s experience in collaborating with local authorities in Ukraine and working with volunteers worldwide.

The Salvation Army’s involvement in this crucial event significantly contributed to the meaningful discussion and played a pivotal role in developing a coherent, effective, and sustainable emergency response system in Ukraine.

The ministry of The Salvation Army Division Ukraine during the war, utilizing various approaches and methods, have effectively turned into a form of humanitarian front.

The Salvation Army Division in Ukraine works directly with local communities and collaborates effectively with local authorities. The local authorities appreciate the organization for its dedication and its role in promoting democratic values within these communities. The combined efforts of government bodies, humanitarian and charitable organizations, religious groups, and the volunteer movement contribute significantly to supporting Ukrainians in their pursuit of victory and the future prosperity of their country.

The forum confirmed that only through partnership between the state, communities, and the public sector is an effective civil protection system possible.
