Dear Salvationists of the Eastern Europe Territory,
Grace and peace to you.
I am pleased and deeply grateful to share that we have formally launched our new Territorial Governance Board on 15 February 2026. This represents an important step forward in how we steward the people, resources, and mission that God has entrusted to us across the Eastern Europe Territory.
This development is part of a wider governance approach that, in time, will be reflected at Divisional and Corps levels. The purpose is not simply structural change, but faithful stewardship — ensuring that our decision-making, accountability, and leadership practices best support the mission of God through The Salvation Army.
As Territorial Commander, I am proud to announce this step forward in the way we govern the operations of the Army in the EET. We take this step with humility, recognising both the responsibility and the opportunity before us.
This is not simply a THQ initiative. This is a territorial journey — one that belongs to all of us. I want to both challenge and invite every Salvationist across the EET to engage with this journey. Let us commit ourselves to prayer, to integrity, to accountability, and to active participation in the mission God has given us. Strong governance is not about structure alone; it is about people — all of us — serving faithfully and working together so that God’s mission can flourish through our Territory.
Attached you will find a picture showing the first membership of the Territorial Governance Board. From right to left: Colonel Joao Paulo Ramos (Territorial Commander), Major Jolanda Fennema (Divisional Leader – Georgia), Colonel Karin Ramos (Territorial President for Women’s Ministries and Leader Development), Major Victoria Tungia (Divisional Secretary – Georgia), Lieut-Colonel Anna Kotrikadze (Territorial Secretary for Leader Development and Secretary for Personnel), Captain Valeria Roman (Divisional Leader – Romania), Lieutenant Evgheni Parfionov (Corps Officer – Moldova), and Lieut-Colonel David Kotrikadze (Chief Secretary).
Board membership will be expanded in the future to reflect broader participation across our Territory. It will include not only officers, but also soldiers who are faithful and actively engaged in their Corps.
We ask you to uphold the Board in prayer — for wisdom, discernment, unity, and courage — as we seek to move forward in ways that bring glory to God and further His Kingdom through our service. “Now it is required that those who have been given a trust must prove faithful.” — 1 Corinthians 4:2
Thank you for your continued faithfulness, sacrifice, and commitment to the mission.
May the Lord bless you and strengthen you in your service.
Colonel Joao Paulo Ramos
Territorial Commander
